Julie Ann Ward provides grant strategy and writing support for nonprofits that are ready to move beyond reactive grant writing and build a more reliable funding approach.

Luncheon Topic: 2026 Legislative Session Recap
Speakers: Pat Hall, CAE, FASAE and Jim Dunlap

Patrick J. Hall has worked in Oklahoma politics for more than 42 years and is a fixture at the Oklahoma State Capitol. He is known for the ability to create bipartisanship among lawmakers and has fought for causes that would improve the lives of the citizens of Oklahoma. As President/CEO of his own consulting firm, Pat has consulted with Phillips Murrah P.C. for the past 21 years. Pat’s government relations experience includes drafting, tracking and advocating for legislation, as well as preparation and presentation of testimony before legislative committees, regulatory agencies and constituency groups.
For 16 years, Pat was executive director and CEO of the 12,000 member Oklahoma Public Employees Association. From 1996 to 1999, he served as the CEO of the Oklahoma Democratic Party. In 1999, Pat started his consulting firm, The Capital Group, L.L.C., specializing in public relations, government relations, political campaign management, communications, board and media relations, and not-for-profit association management. He has managed over 80 political campaigns in Oklahoma, including Mayors and Governors. In 2004, he partnered with Jim Dunlap (a former Republican elected official) in Majority Plus. Pat and Jim have been the co-hosts of a Television Show “Inside the Issues” for the last 19 years.
Pat holds the Certified Association Executive designation from the American Society for Association Executives where he served on the organization’s Board for many years. He received the Carl Albert Award and is in the Oklahoma Democratic Party Hall of Fame. Pat was awarded the OPEA Lifetime Service Award and has achieved many other honors.
Jim Dunlap was elected to the Oklahoma State Senate in 1996. Prior to that, he served in the Oklahoma House of Representatives from 1988 to 1995. Dunlap served as the Senate Republican Floor Leader 2001-2003, and has served in various other leadership positions during his legislative career. He has been the author of major legislation in the areas of workers' compensation reform, crime victims and sentencing, and fraternity hazing.
Dunlap was born and raised in Bartlesville, Oklahoma. He received a Masters in Business Administration from Northeastern State University and a Bachelor of Arts in Communications from Drury College. He retuned to Bartlesville upon graduation and helped operate the family construction company, Dunlap Construction which his grandfather started in 1939, and which his dad and brothers still operate today. He is married to Pamela Thompson Dunlap and has three children, Harrison, Preston, and Avery. Dunlap and his family are members of Oakdale Baptist Church in Edmond.
